The OZ program, created in the December 2017 Tax Cuts and Jobs Act, offers flexible and generous tax benefits for private investment in designated census tracts across the country. In Florida, 427 low-income tracts are now primed to enjoy the benefits of desperately needed capital for new housing, businesses, and even infrastructure. As OZ program guidelines are finalized in early 2019, every local government must ask: Will this investment be deployed in a manner that furthers our community goals? Is there a downside to this investment? Local governments have a paramount role in determining the answers.
This is a critical moment in time and the stakes are high.
