What was your last position before becoming an MIT?
I left Lake County as the county manager in August 2021 to take care of my family.
Can you briefly share your background?
I earned an MPA in 2005 and have been working in local government since that time. I rose through the ranks by way of the budget office. My first position was with Broward County as a budget and management analyst. It was an interesting position because we acted as the internal consultants for the county. In addition to preparing and analyzing budgets, we performed process improvements, strategic planning sessions, and oversaw the performance measurement program for the county. From there I worked as a financial systems manager in Fulton County, GA; budget manager for Washoe County, NV; and a local government management consultant for Management Partners before finally returning to Florida as the assistant city manager in Port Orange. I worked in Port Orange for six years and was briefly the interim city manager before becoming the county manager for Lake County.
I have been a member of both ICMA and FCCMA for several years and obtained my credentialed manager status in 2021. During the immediate past two years, I served as an at-large director for FCCMA.
What’s your forte?
I’ve spent most of my career in local government focusing on the items listed below. They are the tasks that bring the most satisfaction and are crucial to the efficient, effective management of government operations.

Do you have any prior or current consulting experience?
I used to work as a consultant for the local government management consulting firm, Management Partners. Some of the projects I performed with this firm included:
- Organizational analyses for: the Parks and Recreation Department in West Palm Beach, FL; the City of Sanford, FL; the Community Services Department in Claremont, CA; and the Office of Sustainability and the Environment in Santa Monica, CA.
- Performance measurement training for DeKalb County, GA; and the City of Tavares, FL.
What have you been doing since becoming and MIT?
Since becoming an MIT, I have worked with cities and counties across the state on projects and interim work listed below:
- Completed an organizational analysis for the Facilities Division in Pinellas County, FL.
- Provided interim budget manager services for Nassau County, FL.
- Assisted in the reorganization of the Public Works Administration Division for Nassau County, FL.
- Created a new capital improvement planning document for the City of Mexico Beach, FL.
- Created a future staffing strategic plan for the City of Oak Hill, FL.
- Providing internal customer service training to the City of Dade City, FL (Upcoming).
What are your preferences for MIT work?
I have a wide variety of interests and expertise. It does not matter whether the potential project is in public works, human resources, public safety, utilities, administration, or any other department. My main interest is in making government services more efficient and effective, which spans all operations. That being said, professional development, training, and coaching are my favorite projects. Having been through a number of these sessions myself over the years, I find practical management techniques and emotional intelligence principles to be lacking. I try to infuse this knowledge into training sessions I provide to fill the gap.
I am also open to interim work if the position is within a reasonable drive, can be done remotely, or with a hybrid schedule. My family and I still live in Central Florida (about 30 minutes west of Downtown Orlando) so travel to most parts of Florida are within easy reach. While I am willing to travel for interim or project work, I cannot be away from my family for long durations. However, I am open to any length of contract.
What is your hourly rate?
It depends on the project. Most of my proposals include a not-to-exceed price that is agreed upon by the jurisdiction. Therefore, if the project takes longer than I had anticipated, there is no additional charge.
However, I donate 5% of the net revenue from each contract to a 501c3 organization in or near the jurisdictions for whom I work. I do this for two reasons:
- I believe in keeping money in your community. It is one of the keys for strong economic development.
- I believe in increasing good in the world. To that end, I donate to organizations whose mission is to increase peace and understanding or to those who help maintain or repair the environment.
