    “Local Governments are One Incident Away From Being the Focus on International Attention: A Review of the Response in the Orlando Pulse Nightclub Tragedy”

    Technology (notably social media) has changed the how, when, and where local government news is reported, and has changed what local governments must do to prepare, react, and respond when a notable incident occurs in their area. It’s not a question of if an incident will occur, but when, how often, and whether local officials will be prepared to respond. There may be no other training session offered by FCCMA that universally applies to local government managers than this session. Orlando city officials will walk attendees through their experiences with the Pulse Nightclub tragedy and summarize lessons learned. This will be an excellent opportunity for attendees to learn from Orlando's experience and to ask questions and discuss the applicability of those lessons to their own jurisdictions.

    “Ransomware: Prevention and Recovery”

    Local governments face daily cybersecurity concerns that necessitate plans for proactive and preventative measures. Luis Valdes, Manager of Technology and Security for the Florida Center for Cybersecurity will provide a very informative session on this topic. He will include an overview and history of ransomware, and offer prevention tips and ways to recover from certain types of ransomware. The Florida Center for Cybersecurity was created during the 2014 legislative session. It is a shared resource for research, education, and outreach across the state and beyond, and is located at the University of South Florida. This is a wonderful opportunity to join your peers in an interactive session with Mr. Valdez in learning about this important concern.

    “Ethics and the Florida Local Government Professional”

    Annual ethics training is now a state mandate for all city and county elected officials in Florida. Questions regarding the legal application of these requirements should be addressed by your city or county attorney, as applicable. Yet, on a day-to-day basis, when ethical issues arise, far too often, elected officials are forced to seek immediate guidance/advise, not from the City Attorney, but from the local manager or other key staff members. Moreover, local government employees are also required to adhere to many of the same ethical constraints that elected officials must comply with and, again, they too seek guidance/advise from their local government manager or other key staff members. It is, therefore, incumbent upon the local manager and his/her staff to understand the fundamental requirements that the state has legislated upon local officials and employees. This FCCMA training is offered, in conjunction with the Dade and Broward Manager organizations, to provide that needed training for managers and their staff responsible for applying these statutes. This is intended to be an interactive session and the training satisfies the four-hour ethics training that FCCMA now requires annually for their members.
