General Statement of Job
Performs engineering and watershed functions including the design, implementation, and administration of capital improvement and private construction projects.

Specific Duties and Responsibilities
Essential Functions:
- Responsible for comprehensive evaluation, maintenance and operation of the City’s stormwater infrastructure.
- Monitors activities in support of the City’s National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit including maintenance, street sweeping, inspections, training and public education.
- Assists with the preparation and assembly of the NPDES annual report.
- Develops and updates the City’s Stormwater Management Plan, including stormwater assessments and future Capital Improvement Program (CIP) project planning.
- Responds to and resolves citizens’ inquiries and complaints regarding drainage, flooding and construction projects.
- Provides assistance to departmental programs including Construction Plan Review and Permitting for private development projects; and the Construction Inspection Program for both public and private projects to ensure compliance with applicable city drainage codes and details.
- Coordinates with the Sarasota County Beach Bacteria Committee in implementing the Beach Bacteria Action Plan.
- Provides engineering and technical recommendations for planning and design of municipal projects. Prepares and/or reviews plans and specifications as required.
- Prioritizes stormwater improvement projects including preliminary design requirements, cost estimates and proposed completion schedules.
- Responsible for all aspects of assigned city stormwater projects including contract administration, project design, permitting, procurement, project award, public outreach, construction supervision and project closeout.
- Maintains and updates the stormwater geographic information system (GIS) database and models utilizing Interconnected Channel and Pond Routing Model (ICPR) and provides assistance with flood map updates and reporting.
- Prepares and presents written and oral reports on stormwater issues and projects for the Assistant City Engineer, City Council, boards and the public.
- Responsible for staying current with all governing regulations and compliance requirements.

Responsible for the accuracy and timeliness of all assigned functions and operations. Responsible in work to the Assistant City Engineer.
Minimum Education and Training
Level I (Grade 138)
A Bachelor Degree in Engineering with two (2) years’ experience in stormwater modeling; field construction; and design and permitting for infrastructure stormwater facilities and improvements. Engineering Intern Certification and Certified Floodplain Manager preferred.
Advancement to Level II (Grade 140)
In addition, the Stormwater Engineer II must possess and maintain Florida Professional Engineer Certification.
Minimum Qualifications and Standards Required
Skill Requirements:
Knowledge of standard and prevailing stormwater engineering principals and practices. Ability to work independently of direct supervision and capable of sustaining regular and predictable attendance. Must be able to coordinate various City Stormwater and capital improvement projects effectively regarding priorities, costs and alternatives. Understand pertinent federal, state and local laws, codes and regulations for stormwater management. Ability to communicate effectively; make oral and written presentations of technical matters in a clear, concise and understandable manner to both technical and non-technical persons. Familiarity with National Pollutant Discharge Elimination System (NPDES), Community Rating System (CRS) and Federal Emergency Management Agency (FEMA) flood map update programs. Ability to establish and maintain effective working relationships with supervisors, co-workers, elected officials, representatives of other agencies/companies, and the general public. Possess a valid Florida Driver’s license (or valid out-of-state driver’s license), free of any serious violations. Out-of-state applicants have 30 days from start of employment to attain a valid Florida Driver’s License.
Requires a working knowledge of ICPR; GIS; AutoCAD 2000 or higher; and the current version of Microsoft Office Professional software suite including proficiency with Word, PowerPoint and Excel. Must have a basic understanding of the current version of the Microsoft Windows operating system. Familiarity with AS400/Sungard applications preferred. Working knowledge of the Microsoft Exchange e-mail application or equivalent and Internet Explorer is also highly recommended. Ability to learn specific computer applications used in the Engineering Department.
Physical Requirements:
Ability to sit, stand, walk, climb, bend, stoop, and lift. Capable of working both indoors and outdoors in all kinds of weather. Ability to see; hear well, with or without aids; and speak clearly and distinctly. Must be capable of functioning in a fast-paced, high-stress environment with multiple priorities and deadlines. Working Conditions:
Work is performed primarily in an office environment with some travel to various meeting sites. Frequent field work is required and must be available for emergencies beyond regular working hours.

Salary Range: Level 1 (AFSCME Grade 138)
$26.6004 – $38.8364/HOUR
$55,328.83 – $80,779.71 ANNUAL
Level II (AFSME Grade 140)
$28.4956 – $41.6023/HOUR
$59,270.85 – $86,532.78
(Except as may be provided in Article 9 of the AFSCME Agreement for promotion, transfers, demotions, etc.)
